Do I need a permit for a driveway in Harris County?
Short answer: it depends on your address, not on Harris County as a whole. Greater Houston is a patchwork of permit jurisdictions, and a driveway that needs city review on one street can need none at all two miles away.
The map, in plain terms
Inside the City of Houston, driveway work usually needs a permit, and rebuilding the approach, the piece that crosses the public right-of-way to reach the street, gets its own review. Kingwood counts: it has been part of Houston since 1996.
Enclave cities run their own desks. Bellaire, West University Place, and Southside Place sit inside the Loop but run their own permit offices, often with stricter rules than Houston’s. Humble, up north, is the same story: an incorporated city with its own office.
Unincorporated Harris County has no city desk at all. Atascocita and most of Spring fall here.
